Okay I figured what is causing this, 32Bit colour modes.

If I switch to 16 I can record and get 60FPS easily, if I go back to 32 I get 8. No idea why it drops that low in 32 bit, but.. meh

The latest patch completely fixed this for me, so if you're having trouble try it now
