I really felt for you Gum guys when I heard about that, what a miserable action to pull a mod out of spite. We've had a couple disappear on us and we didn't notice until the round started and we had to scramble to find a replacement there and then. It doesn't matter to us with our format as much as it does to you, but it's still not much fun to have to do.
I like the idea of locking in the availability of a mod once made public, and/or the last public version if made private. I'm not a fan of the option to make things private anyway (no pros, lots of cons), but that one change would help alleviate this, IMHO the worst problem.

If it were possible for InSim to send and receive setups, we could not only code up a more automated version of AT's current "send your set for checking" system, but allow a whole raft of other things too. It's not quite as plug-n-play as a server setup option, but it's definitely more flexible. (We could allow ranges of values, we could allow freedom in aspects of setup we don't care about, etc.)

There are two types of PNGs used for modelling in LFS, one is RGB and the other is RGBA (with alpha/transparency). You are supplying an RGB type where the editor expects an RGBA type.

Is it easy enough for you to run the test on an older version? The attached replay is from April 2020 - my database says somebody with a dot for a first character connected on that day (@21:37) and it's the only replay I've got for that date. (I can't check myself as it won't load in the newest version)
I'm having trouble getting our information into gridfinder: it won't save half of the details I put in and won't let the entry live without them. 
(I'll try again when I have more time and send them a list of problems)

Awesome, great to hear it works! But you should definitely publish your tweak mods so non-modders can try it out too.
PS: For laps/fuel, you could start the race with a couple more laps than you need to get the AI to fuel a bit more, then change the lap count to the correct amount once the race has started. That should get them to the end. (The only problem I can think of with that is that the replay stops recording when you change the lap count in single-player)

I'd prefer option 2 - better to have engine damage accounted for than not.
I'm not familiar enough with engine damage amounts to have an input there, but presumably the thresholds between none/minor/major can be tweaked easily enough in the future, after the leagues have had some time to gather some experience of it.

If it's GTRs, you could give the AI standard cars and you could drive one with reduced tyre width - that'd put the difference in the corners where the AI are weak, rather than the straights where AI are equal.
