I would measure the voltage given by the power adapter with a voltmeter, and compare it to what it says on the adapter (it has to say what output voltage it should have).

Are you sure you have the right drivers installed? The ones from the logitech site?

I agree with both responses, Celeron is very weak, in fact the entire system is weak, so 30 fps would be normal for such a system.
On another note, I notice you said it's a plasma tv. I think it might not be a good idea to have a computer hooked up to a plasma tv, it could cause burn-in for parts of the screen which are always visible (such as the taskbar in Windows). If things remain on the screen for too long, they will be burned into the screen and if you start watching a movie or something you might see a ghost of your taskbar. It's a big disadvantage that plasma tvs have, that's one reason why they're not as popular as they once were.

Well it really depends on the motherboard as not all Socket A motherboards support up to the 3200 CPU. If it came with a 1.2 GHz CPU, then I don't have much hope for it, it might only support up to Athlon 1.4 GHz. It *might* support Athlon XP CPUs, but you'd have to check the motherboard's specifications. Even then it might only support up to Athlon XP 2100 (I'm speaking from experience here, I've had such a motherboard in the past).
The Duron is one of the worst CPUs ever made, worse than Celeron. It's a budget CPU, so it was never meant to do more than word processing and web browsing. If you put an Athlon in there then it will probably be faster, but there's no point in upgrading such an old computer.

No it sounds like the motherboard might be providing too much power for some reason, maybe the voltage regulators are failing or something. I would try that CPU in a different motherboard and see if it's the same problem.

If the CPU temp really is that high then the heatsink is not touching it correctly, or maybe there is too much thermal paste. Does the heatsink heat up? Can you touch it and see? Careful not to burn yourself. Maybe try underclocking the CPU, or undervolt it. Actually, you could try setting the BIOS to default (factory) settings.
If the shifter is lower than your shoulder then it should be fine. Otherwise, you need to replace your chair!

And here I though I had made peace on this thread, but fefefefe just keeps on arguing for no reason whatsoever. 
Perhaps YOU should read the whole thread, you just took what he said out of context. He meant he's using 1680x1050 with A VGA CABLE. He never said that particular resolution was called VGA.
That's good to hear, it's too bad you went through so much hassle with it!
Only thing I can think of is to set your BIOS to factory default settings (clear CMOS) and see if it works.
