In what way would it be cheating for Vettel to let Webber pass? Team orders are forbidden, but two drivers agreeing on something like this is completely legal.

The right thing for Vettel to do would be to simply pit from the first position on the last lap to let Webber win.

The layout editor is built into LFS and can only be accessed after unlocking. There are some external tools that also allow creating layouts, but I doubt you want to check them before buying.
