If you don't mind pms, you could have people nominate who they think deserves it and why. Set a cut off date for nominations, then from those nominations you choose 5 - 10 or however many you wish, to compete in a skills test or race of your choosing. The winner gets the gift of a license. 
If you do mind pms, you can have them nominate people in a thread. You have the power to remove the rambling, flaming posts to keep things friendly and tidy.
Keep it simple and fun so you don't create more work for yourself.

The intentions of this thread were good... they just kinda got derailed by the insulting and negativeness.
I don't see the problem with just being nice and giving someone a license for no other reason than it's a nice thing to do. I don't see a problem in having some sort of competition where people can win a license. I only had a problem with people insulting faster 111 and casting a negative image on what started out as a positive thing.
If people want to help buy him one... that's fine. If they don't that's fine too. It's also fine if he and others are given chances to earn them. If you disagree with me then 'that's fine too'. I just don't see the need to keep making digs at eachother over something like this.
If you don't like how he writes or what he says... then you'll be in the group not opening up wallets. What's the problem?

Just because he may or may not be desperate for a license, doesn't make it okay to be so rude.
What's going on in this thread with some people is not helpful or encouraging at all. It's purely insulting digs being taken at faster 111's expense.
