Which was exactly what I was trying to say. It's useless on a car you're not actually going fast in, and where you don't even need the miniscule downforce it's gonna give at ANY speed. While even F1 front wings are pathetic at 100 kph, this little lip is even more so.

I do hope you're taking quite a royal piss on me, 170 kg of downforce is over 1600 N. At 60 mph, that's more than an F1 front wing will generate at the same speed. If I were you, I'd show that design to race car engineers, I bet they will be amazed. That thing generates more drag than downforce, have fun with your slower car using more fuel.
As usual, these technical regulations are insanely hard to comprehend.
Basically, banned shark fins, beam wing slots, rear wing slots, double diffusers and exhaust blown diffusers, f-duct etc. So any of the new aerodynamics..
Edit: I just noticed a retarded way to create fake overtaking opportunities. It seems that race control will be able to control the drivers rear wing angle, so when they are less than 1 second behind another car on a straight they will lower the angle to allow overtaking. Who the hell thought of this?
