Should solve your problem, my old laptop was a similar spec to your pc and struggled just the same on a full grid.
As for wireless v's wired, I would say providing you have a consistently good signal then you should be okay, however i agree with Bunder if you can get a cable to it then use it as then you have no chance of your signal being interrupted.
If you are only having probs at the start of a race (as in when a full grid of cars are in view) i would guess that its more to do with your pc than your connection. Try starting a single player race with a full grid of AI drivers and see if you still get the same problem.
Have you checked in this thread, its a basic guide to insim, if you scroll through it there are some tutorials/examples of code to download and should help you understand the basics
As Learjet said you are not to allowed to change the shape of the cars body, you can however change the engine sound, car interior textures, track textures etc, you will find plenty of them in here
Have you tried testing it on another monitor, could be the monitor that's faulty?
Or even try a different monitor cable as that could be damaged
If it still isnt working i would try change the graphics card, if you have an old one or one from another pc lying around try swap them just to check it.
You may aswell buy s2 now as once s3 is released it (as far as i know) will simply be a case of uprgrading s2 to s3. The same way as when you buy s2 you have to buy s1 (s1 = 12gbp + s2 = 12 gbp)

Also as a few have suggested, try and have ago at fixing it for yourself and maybe you will start to learn a little about insim code rather than just expecting everyone to write it for you.
Try looking in your cruise_settings.lpr file as that seems to be where the new account stats are generated, could be wrong as i haven't tried it.
I voted no as like you have said it will not eliminate people voting for people they know, whilst it may help in reducing friendly voting it will also involve a lot more hassle for you.
As, correct me if I'm wrong, but you cannot use the forum attachment system for uploading pics via a pm. Meaning all the pics will have to be hotlinked from another site. This could also cause problems with links not working in the voting thread, also over time the old pics will be deleted by the hosting site or by the user which will mess up the older threads if someone wants to look back through them and also the hall of fame thread.

Does photoshop not have a "pipet" tool to select the colour, in gimp you click the pipet (or hold ctrl while having paintbrush selected as your cursor) then place it over the colour you want and click it and it then places that colour as your current colour. As I say I dont use photoshop so not sure if it works the same or similar, attached is the tool as it looks in gimp
If by object you mean a logo,text, stripe etc then make a new layer first (Click Layer > New Layer in the top toolbar) and rename it to Logos or whatever, make sure that the layer is near the top of you layer list, just under the black mask and wireframe layers, do this by clicking and holding the logos layer and dragging it up (or down) the layer list. If you place it below the car paint layers then it will not be visible.
Now use this layer to add all your logos (and nothing else) then when you want to move a logo simply left click and drag a box around the one you want to move then cut it (ctrl X) then paste it back on (Ctrl C) you can now move it around again.
The reason for using separate layers like this is it keeps all the logos detached from the actual colours on your skin.
Same applies if you use a bodykit or shadow layer, always keep them in separate layers this way you can edit any part (the base colour, logo, kit etc) individually without it affecting the other parts. Hope this helps
