try to decrease the number of polys in the background, maybe different type of material on the buildings will be good, and maybe it doesn't need that much time, and use max 640*480 for animation, you aren't a movie maker

i know i'm not a movie maker but i want to make a good piece of work
but the 640X480 i will use i think..
You can try a few things.
1) reduce your G.I. and sampling settings, because you are going to render it to 640 x 480.
2) bake textures to scene objects. Which means the computer will render the lightings/shadows to your texture. (like many games they do it this way) Once that is done, you can disable G.I calculations of those objects which allows the render time to speed up. Do not bake texture on objects that will move in the scene though.
This method requires quite a bit of planning, and the time for render to texture could take just as long...but you only need to do it once.
I only know how to do it with default scanline render and mental ray only. I am not sure if other renderer support this at all. You may need to find tutorials for Brazil or Vray.

here a test with neon light tubes





easy to make in max.
make a cylinder, with material make it high self illumination and set your colour, take a omni place it in the tube the more the better its looks, makes those omnis equal to each other (copy with instance) and give them all a low multiplier, low shadow map size and high shadow map sample range.

Reflections are really messy (the colour of glass is never such blue). And I dont see brakes and brake calipers anywhere. Do your car uses Flinstone-like brakes ?

But nice work on car tho. And rims are nice I may sound bitchy, but I have read and see lots of renders and read about lightning.
