Yes ofcourse they need, geez, think. The "funny" part is they mention nothing about the education, we get it when we do our full skydiving education.

Reading the text like they put it, your average joe would read that as "anyone without a education for it can get hired for parachute safety right off the bat" without any previous skydiving experience. A packer in this case, is someone who packs chutes and is responsible for the safety of the jumpers whose chutes they pack.
