IMO you shouldn't spend more than 100e on the video card as the processor will be the bottleneck anyways. And there is no use of replacing only the processor, it would be CPU+motherboard+memory+video card.

The sound and the video aren't matching, and he is using a stick shifter of some kind, but you can't clearly see if it is a sequential or a H-pattern.

In Finland the ISP:s had a mention of not allowing server hosting on their lines, but the court ruled those out by a decision that everyone should be able to do anything he wants with his connection.
