I've got a 384 kbps connection I use in the middle of nowhere and to my own surprise I could connect to an LFS server fine, not time out even once and other people didn't seem to lag much. I couldn't/can't test it properly because my laptop isn't gaming spec (lfs@25 fps ftw!), but I guess I could have drive with it.

I've used Trillian (both the old one and Astra) for all my IM's and irc. Seems to work.
Also Opera Internet browser has irc built in, plus it does all kinds of other stuff (like works as a media server, streams music, does email...) and is a whole lot better as an internet browser than IE, and miles less annoying than Firefox.
