Sorry to say Ray, but after some digging on the net, it seems that putting a 125w cpu on a motherboard designed for 95w cpu's, puts a good deal of stress on the PWM and the motherboard. So much that it shortens the lifespan of the mb by quite a lot, and the risk of frying components. What I think might be happening, is that the bios senses overheating in some components, hence why it's doing the throttling. I'm also reading that motherboards that supports 125w cpu's is supposed to have a 8 pin (4+4) 12V ATX power connector.
Anyway, try that thing with the socket. Can't hurt to try it.
As far as I know, iTCC is FXR only, using 32% restriction, while GTAL and MoE uses all 3 GT cars, but GTAL uses only the GT2 class, while MoE has both GT1 and GT2 class. Oboy, that sounded complicated...
I hope it's a clean install of 7, and not an upgrade as that usually is not optimal. But ye, make sure gfx drivers are up to date, and there's no virus 'n shit lurking.
That motherboard has an integrated gfx chip? If so, you could try to take out the 8800 card and run it on the internal one. Not sure if it's powerful enough to give you decent fps though.

But we got free health care, so I guess it kinda makes up for the ridiculously high car prices. Even in Sweden, our neighbor country, car prices are half of what they are here, and they don't earn half of what we earn here.
True, the wages may be a bit higher here, but car prices are still way higher here compared to other countries when taking that into account. The reason is that we have a lot of taxes on cars. And I mean a lot! Especially on more powerful cars, as the taxes gets bigger and bigger the more powerful the car is.
Yeah, the car prices there are ridiculously low compared to what they are here. For example, a Nissan GTR R35 costs about £60,000 there I think. Over here it costs close to £200,000! Insane!
Take a look at the Advanced Power Settings in Win7. There's some settings there regarding throttling. Expand the "Processor power management" branch to see. Defaults are 5% for "Mininum processor state", Active for "System cooling policy" and 100% for Maximum processor state. You might wanna try and increase the minimum value to see if it gets any better. Or you could simply select the High Performance plan instead I guess.
Had one for 6 years, and it's a fun car. I don't think parts are much more expensive than for other cars, but with that age you have to expect stuff to break sooner or later, so repair costs could be high. Especially if you have to put in a new turbo. Also rust could be a major problem. And it's also rather thirsty on fuel, unless you drive around like an old granny. But that's not fun in such a car.
I now have a diesel car, and are very happy with that. Can drive for ages before refueling.
There's some problems logging in atm. It hangs after inputting username/password. Also Airio stopped working after I did an update to 2.3.5c yesterday.
