No it can't be set to NO by default. There would be no way of knowing if windows\firewall\antivirus is blocking any ports or such when you are trying to go online. LFS would just look like it froze.

Decrease Dynamic LOD Reduction in Misc menu, lower value, better quality

Carefull how you play with them because it will most likely hurt your FPS. Maybe you had them down for a reason :P
