Of course winter tyres is a must. First days here, when snow shows up, and half of cars on streets hasn't got winter tyres yet, are awful. All those are suddenly driving like a grannies or smth.
This winter one of my relatives even got a fine for agressive driving in UK, because he (10 years of driving experience in winter conditions + proper winter tyres with spikes) overtaked 6 or 7 cars in-a-row, including cop car, they all was driving on 15mph instead of 40 or smth like that.

If I remember correctly, this is not the first time when real money poker servers are closed for USA citizens. 
Roads are awful, but mainly I drive in city, never have driven on redneck'ish countryside roads whose look like a war field here.

not really. for example bmw:
used lsd - starts from 170 eur
molybdenum coated lsd drive plates - from 100 to 230 eur (depends on how much locking you want)
oil - 35eur
powerflex bush for lsd - 50eur
sand blast + powdercoating - 60eur
work, if you don't do it by yourself - 100eur or less
total: ~500eur for a almost new lsd, if you dont do sand+coating then even less
