Well... not really defending or attacking any party, but as what Scawen did say, there is really intense online racing.
The things is, how restricted you are thinking of racing? Do you want the racing must be done originally way, old school, without any insims, or do you like to have the other extreme? With absolutely all customized things from insim to layouts, with various possibilities, yet still very close racing with more than 3 cars under 1 second on finish line.
I am sure you have not even tried yet or even looked at it. Do not trust the headlines or any other people, find out yourself of it. The thing is, people are less online due the other sims/games/life/other stuff, but it still happens what you want for. It is just in specific time.
Give an another shot. As what vitaly_m did say, there is league racing with appropriate stuff in specific times.
