Select the rim with lasso tool, copy it on to a new layer. Right Click>Load Selection. Go Filter>Blur>Radial Blur set to Spin and Quality to Best. Now set the amount.(you might have to redo this stage few times until you find out what's highest amount without the wheel going messy.)

If you want to blur the tyre pattern allso, Do the same as above but instead of radial blur use motion blur.

My vote goes to Lynce this time.

HKS doesn't only make turbo's, they have huge selection of engine tuning parts..Same thing with Greddy and turbosmart make's allso wastegates and bov's just for you to know. So we are left with Garrett. :P

Well first of all.
I suggest you to do the smoke like this to make it look more realistic:

• Make new layer

• Take out pentool with 1px-2px diameter and light grey colour
  

• draw circles around places you want the smoke to be
  

• Take out smudge tool with 30-50% Strength. With size of 5-80px Depending on image and the smoke location.
  

• Smudge the lines over with round/straight movements depending on the image..
  

• Make a new layer and repeat this as many times you see necessary.
  

The 3rd pic is nice.
