It does. Some games benefit from faster storage because they need to load big textures for example. If they're not yet loaded in the memory a SSD could help a lot.

Reading this gave me the conclusion that you're wrong. If games like Arma 3 or BF4 won't have any FPS boost from SSD, I doubt any game will.

E: Unless you're recording a video, of course.
You won't gain FPS, it's more about texture and mesh pop-in prevention in cases like that.

GTAV PSN version on PS3 is a good example. Horrendous texture and mesh pop-ins with a regular HDD when driving fast, pretty much none with an SSD.
