This 'ip filtering' you speak of is exactly what you most likely ruled out, a country-wide ban. Some GSP's do this when they're being attacked but are unsure of the source or the attacker keeps changing IP, then they start banning IP ranges.
If you're on a static IP that makes it simple for you, then you just need to contact an FM member who can get in touch with their server provider and give them your IP to whitelist you.
If your IP is dynamic however it may be more difficult, as your IP changes every time you connect to the internet.

I just like to throw specs out there. yes when I mean 360+ I mean 360-450 bhp on road tires. Maybe that high end is a little too high, but you get the idea. A big V6 or a small V8 turbocharged or something.

Well like a previous poster said all of the various corners could be modified in the in game track editor, including angles and s-bends and chicanes. Then the textures could be applied to the creators choosing using some already used in other tracks. It would be "fresh" and "new" while using the old textures in track creation. Also, there wouldn't be anything to download. Like replays, tracks could be .trk files or something like that, which simply contain text to be understood by the game. eg.
Start/Finish Line X: Y:, Texture Z:
Straight X: Y:, Texture Z:
Turn 1 X: Y:, Texture Z:
nothing to download, just reconstructed.

Ever played Counter Strike? The server pushes custom maps to the player as they connect to the server. There's also fpsbanana (which would be our lfsmods) that has all the maps uploaded, so users can download them either way.

Whilst the CMX Viewer (can be downloaded from: http://www.lfs.net/?page=addons) haven't got what you've suggested it does make skinning a bit easier compared to previewing the skin in-game.

I have a quick suggestion that came to mind, if it's been mentioned before recently feel free to delete this.
I was just doing a bit of skinning, in Photoshop, I'm a beginner myself so a lot of the aspects can be quite difficult. But I'm not here to complain about my photoshop problems, I'm here for my ideas on improvement!
It would be really cool if LFS had a skinning system similar to NFS: World, where for example I wanted to create a stripe from the front bumper, across the hood, roof, trunk and back bumper and have it line up on the first shot no problems, because you're applying a vinyl to the car in it's 3d ingame form.
This would also eliminate or at least cut down the "trial and error" technique, make edits, save, check ingame, back to editing, rinse and repeat.
This would make it much easier to line gradients up to the various parts of the car if for example you wanted the cars colours or pitch to fade from one side to the other, without the trial and error effect again.
Just a simple suggestion that might take a bit of the intimidation out of skinning, bring the skill level down a bit and give beginners the edge to create a really sensational skin.
