I recommend that you use a software like Photoshop or GIMP. GIMP is free, but, it isn't as easy to use, You have to pay for Photoshop but it is much more user friendly. I also recommend you go here to download a good template.

The only VOB mods that have modified collision models are old mods from 2010-2012 which no one uses anymore (good luck finding them anyways)..

That contradiction tho....

The issue with .vob modding is that it messes up collisions, so, if you go on a public racing server and crash into a bunch of people whether it be on purpose or not, they will most likely go flying. I think it is not only frowned upon, but banned here because people don't want to be crashed into on a public server and go flying.
