Because your not LIVING in the country, so there's not much need, but if your living in England or whatever, then you should speak English? if your visiting it is understandable, if I was moving to Spain lets say, I'd learn Spanish but when I go on holiday etc, I'll only learn a few useful words in the countries language, e.g thank you, hello, basic greetings....
If you are living in our country, you speak OUR language, if we live in your country we learn YOUR language, holidays etc are different, we don't expect you to learn it, but who would want to come to the UK on a holiday anyway? it sucks.
Shoes aren't expensive to be honest, just get some Sparco ones, and gloves, neck brace is optional I think (it is here) also a rib protector is optional, I'd recommend one, I never used a neck brace, I had a few crashes though, I drove on top of my mate (seb66) but just don't touch wheels whatever you do

Well the devs have no proof of him sending keygens etc, oh and people using exploits in the past have not been banned so it's ok. 
Nope they only ban people in-game who spam on the forum, they ban you for 999 days, hacking the forum and hacking the game is ok though, since those people wasn't banned, let this be a lesson to us all
