can someone help me , i can't open these files and i'm not sure which program i need to open them.been trying to open car setup files but not much luck so,would be greatly appreciated

You don't have to open them. Just put them in the appropriate folders and you can use them in LFS.
So .set files go into your x:\live for speed\data\settings folder,
.spr files go into your x:\live for speed\data\spr folder

Then the set files will appear in the garage screen and spr files will appear in your replay screen.
