When I look for servers, the servers i usually go to have 15 max connections when patch X first came out, then after a couple days the max connections go up and down. For example, one server is at 15, then it goes to 12, then to 11, then back up to 15, then back down again to 11. I don't know if this is a problem, or if the server host is changing it every 30 minutes.

It's the hosts issue.

Probably there are admin slots, and a different number of admins joining the host.

Example :

Host has 15 max connections, of which 5 are admin slots.

0 on host : List of games reports 0/10
5 guests on host : List of games reports 5/10
5 admins on host : List of games reports 5/15
5 guests and 5 admins on host : List of games reports 10/15
