no. try logitech dfp or dfgt

I think that wheel does not have force feedback but instead only has a rumble mechanism. There is no seperate power cable and USB port alone one can only power very weak engines. So it vibrates a bit (like a cellphone) but you can not really feel what the car is doing.
FFB is what makes driving with wheel so fun so be sure to get that.
The ones by Franky and logitech momo (bit older, not as much rotation angle) seem to be popular starter wheels and decent for their price.
