  1. General
    1. The issuing of all FIA International Drivers' Licences is governed by the regulations of the International Sporting Code and in particular by Articles 45, 47, 70 and Chapter VIII thereof. This chapter of Appendix L specifi es the grades, qualification requirements and validity of licences for circuit and road events, for historic car events, for drag racing, for handicapped drivers and for navigators.
      The term "championship" as used in this chapter includes trophies, cups and challenges.
    2. To be eligible for an FIA International Driver's Licence, applicants must have passed their 16th birthday before 1 January of the first year of validity of the licence. An exception to this rule may be applied for by a driver's National Sporting Authority (ASN) and granted if the FIA decides it is justified by the applicant's record of results and experience, which must be submitted and certified by the ASN and must include at least two years of ASN-sanctioned competition.
    3. Content of the FIA International Driver's Licence:
      • The title "Fédération Internationale de l'Automobile" and name of the ASN.
      • The words "FIA International Licence"
      • Licence number
      • Grade of licence
      • Dates of the beginning and end of validity of the licence (see Article 114 of the Code)
      • Recent photo of the driver
      • Driver's full name
      • Driver's date of birth (optional)
      • According to the results of the mandatory medical examination, the words:
        • Date:
        • Corrected eyesight (glasses or lenses) YES/NO
        • Special medical supervision YES/NO"
  2. Grades of the FIA driver's licence and the events for which they are required and valid (NB: not applicable to drag racing)
    1. Super licence: required for the Formula One World Championship for Drivers.
    2. Grade A: required for Formula One, GP2, ChampCar and IRL and valid for all other events listed on the FIA international calendar except those specified above.
    3. Grade B: required for the FIA WTCC, GT and F2 Championships, and other international circuit races, for the categories and championships as may be specified in the regulations of the ASN of the organising country, and valid for all other events listed on the FIA international calendar except those specified above.
    4. Grade C: required for FIA Autocross, Rallycross and Truck Championships and valid for all other events listed on the FIA international calendar except those specified above.
    5. Grade R: valid for all "road" events (rallies, cross-country rallies, hill-climbs and other events in which a separate start is given to each competitor) listed on the FIA international calendar.
    6. Grade D: This licence allows the participation of persons not normally holding competition licences, in certain special purpose events which have international entries. The licence is valid only for specifi c international events which must have been individually approved by the FIA as open to Grade D licenceholders and indicated as such on the FIA international calendar.
    7. Each grade of circuit race licence is valid for racing on banked oval speedway circuits, in the categories of cars indicated. However, it is recommended that the ASNs of countries with such circuits should insist that drivers new to oval racing be required to satisfy appropriate performance and regularity tests on such a circuit in order to obtain an authorisation to participate.
  3. Qualification and conditions of issue for Grades D, C and R
    1. The Grade D licence is issued by the applicant's ASN and does not require a qualifying period of probation. The licence is valid for only one event, the name and date of which must be indicated by the issuing ASN on the licence.
      The function of the holder and whether permitted to drive on the event must be specified on the licence. If the event is being conducted on public roads (either open or closed) Grade D Driver licence-holders must also hold a public road licence valid in the country of the event.
      There is no limit to the number of times this licence may be issued to a participant.
    2. The Grade C licence is issued by the applicant's ASN. In order to qualify, applicants must first serve a period of probation with either the highest grade of national licence or the CIK international B licence. They must also be observed to compete satisfactorily in at least 5 ASN-sanctioned circuit races for cars within the two years prior to application and their record must be so endorsed by the clerks of the course of the races in which they participate.
      Exceptionally, these races may be part of an international series, designated specifi cally by the FIA for this purpose and in which the candidate may participate with a national licence for one season only. In this case, applicants must have passed their 16th birthday before 1 January of the year of participation. An exception to this rule may be applied for by a driver's ASN and granted if the FIA decides it is justified by the applicant's record of results and experience, which must be submitted and certified by the ASN and must include at least two years of ASN-sanctioned competition.
      Designated international series qualifying for the Grade C licence:
      • The Grade R licence is issued by the applicant's ASN. In order to qualify, applicants must first serve a period of probation with the highest grade of national licence applicable, during which they must be observed to compete satisfactorily in ASN-sanctioned events. Their record must be so endorsed by the clerks of the course of the events in which they participate.
    3. Qualification for Grades B and A
      1. Grade A or B licences are issued by the driver's ASN, after it has verified that the driver's results, competence and conduct are satisfactory.
      2. To qualify for Grade B, the driver's ASN must ascertain that, within the 24 months prior to the application, he/she has finished and been classified in at least 5 national championship or international races.
      3. To qualify for Grade A, the requirements of point 4.2) must have been satisfied and in addition the driver's ASN must ascertain that, within the 24 months prior to the application, he/she has finished in the first 5 places in the general classification of 5 races for which the Grade B licence is required, or, in the current or previous year, has finished in the first 5 of the final classification of a championship for which the Grade B licence is required. The FIA may require the ASN to submit the driver's record for examination.
      4. In order to maintain the qualification for a Grade A or B licence, the driver must participate in at least one international event of the appropriate category per 12-month period, or otherwise must again be observed, to the satisfaction of the licensing ASN, during practice for an international event.
    4. Qualification and conditions of issue for the Super Licence
      The FIA Formula One Driver Super Licence is issued by the FIA.
      1. Qualifications
        1. The driver must be the holder of a current FIA International Grade A licence.
        2. The driver must also satisfy at least one of the following requirements:
          • Have made at least 5 starts in races counting for the FIA Formula One World Championship for Drivers the previous year, or at least 15 starts within the previous 3 years.
          • Have previously held the Super Licence and have been the regular test driver with an F1 World Championship team for the previous year.
          • been classified, within the previous 2 years, in the first 3 of the final classification of the F2 Championship, or of the final classification of the GP2 Series, or of the final classification of the GP2 Asia Series or of the final classification of the Japanese F/Nippon Championship,
          • been classified in the first 4 of the final classification of the Indycar IRL series within the previous 2 years,
          • be the current champion of one of the following:
            • Formula 3 Euro Series
            • The principal national F3 championships of: Great Britain, Italy, Japan, Spain
            • World Series F/Renault V6
              N.B.: the title of Champion is considered valid for 12 months from the last race of the relevant series or championship season.
            • be judged by the FIA to have consistently demonstrated outstanding ability in single-seater formula cars, but with no opportunity to qualify under any of c) to e) above. In this case the F1 team concerned must show that the applicant has driven at least 300 km in a current Formula One car consistently at racing speeds, over a maximum period of 2 days, completed not more than 90 days prior to the application and certified by the ASN of the country in which the test took place.
              By exception, if supported by the Safety Commission, the FIA World Motor Sport Council may approve the issue of the Super Licence to persons judged by the Council to have met the intent of the qualification process.
      2. Application Procedure
        • The complete application must be received by the FIA at least 14 days before scrutineering for the first FIA Formula One World Championship event in which the candidate is to compete. In the case of a driver change in the Championship for reasons of force majeure, the FIA may accept applications up to 48 hours before the start of initial scrutineering for the event.
        • The ASN which issued the driver’s current competition licence must submit to the FIA a specific recommendation, accompanied by the driver’s record of results and current International A licence number.
        • The driver must submit a completed Super Licence application form to the FIA.
        • The annual Super Licence fee must be paid to the FIA.
      3. Conditions of issue
        1. When Articles 5.1 and 5.2 have been complied with to the satisfaction of the FIA, it will issue the licence.
        2. The Super Licence will be valid to the end of the year of issue.
        3. A driver accepted under the terms of 5.1.2 f) above will be on probation for a period of 12 months during which the Super Licence will be held provisionally and subject to review at any time.
        4. A driver will remain eligible for the renewal of a first Super Licence for 8 months after the date of issue, subject to compliance with 5.2 b) to d) above.

    And I like the idea that if you keep on trying to vote kick some one it threatens to kick you.
