Prakka.. if you read the post just before your own you should see that, such a program exists..

yup vale.. same thing i do.. i divide foreground, mid and background into seperate layers, then blur them, depending on where i want the focus to be.

Then levels, and any other effects!

Used CS2, although im quite sure its in CS aswell, its called "lens blur" now that i check.. lets you add different amounts of blur at different levels of the photo.. great for creating depth..
