yea they can... my old laptop used to have one and ran around 40-60
new laptop has a ati3100 and does 50ish pretty average
never tried them online with 30 cars though, only use them when im away with no internet

anyway i use gamepad at the moment, dont really find any problems with steering
settings i use:
wheel turn 90
wheel turn compensation 1.00
button control rate 2
and analogue steer smooth 0.00

dont know if it will act the same on your gamepad though, im using a madcatz 360 ripoff for the time being.

as ive been using this for a few weeks, how long does anybody think it will take to get used to a wheel when i eventually get one? few weeks maybe once i get paid
