In /raf/ there are files car_info.bin and as i understand this file contains detailed information about car? Is there a any program/way to read this data?

yes... i've found that i asked about some useful program that puts it in clear way:P ignore my earlier question as i've found that VHPA has bin reader build in, thanks anyway
