I'm not voting for anything because there aren't any options for me.
My answer is NO. We don't need it. Something is wrong if the only reason people come to your server is your layout. We should get a new policy that includes that all layouts belong to public domain.

I think this is quite good, as many want to make their layout "special" and "unique" so others can't nab it. However, it is still able to be used.
