well not exactly. The CIK have yet to confirm his presence, and TonyKart haven't said anything so at the moment it's still up in the air.
If he is racing he has timed it to perfection because the TonyKart/Vortex package is super strong this year with the big new regulation changes.
He did apparently lack some serious pace earlier this year in some tests he participated in though, but I would imagine he would be up to speed. If he is competed I imagine he would have been seen testing at La Conca, or South Garda at least
