it is possible to change texture of TICO advertisement?

Check the lfs/data/dds folder. Most south city textures contain the prefix CITY_something.dds; open them with photoshop and see which one contains what you want to change...Perhaps other users can tell you exactly which file you need to change.

I've never even seen that on the course. LOL

I'm going to hazard a guess that it is just a tiled texture. Maybe there is a texture with just the white and yellow TICO emblems on it? If there is, I bet that's the one. It looks like there is a wall texture on it, so it probably shares its texture with one of the ad-boards around the track (or even from another track?).
