Open the base skin you would like to work with and then the logo you'd like to add. Ctrl-A to select All then CTRL-C to Copy the selection. Now switch to the base skin and hit Ctrl-V to Paste the logo onto the base skin. Lastly go to the Layer menu and click New layer to finalize the pasting of the logo.
CTRL+C and CTRL+V are pretty much universal hotkeys for cut and paste in pretty much every program that allows cut and paste. So they are worth remembering and getting used to anyway.
I noticed, that Gimp can't copy-paste action with other programs. It won't paste a part of a picture I copied from Irfanview.
I always save logos and stuff in a temporary folder and drag them into the main Gimp window, so that they appear as a new layer.
