No, and I'm glad it isn't. Allowing it is always the first step to make a forum horrible, at least as long as there is no "Turn off images in signature" user option.

Could you not have gone to User CP, Edit Signature, and looked at the Signature permissions? Particularly this line:

"Can Upload Images for Signature No"

.. and since the thread isn't making any progress at all, I think it's time to let it pass away with the following advice: Don't start new threads for the sake of it, because it will attract the attention of the heavies (the moderators), making them irritable and annoyed, and cause them to follow you around the forum examining everything you do while sharpening their infraction clause/claws.
