Small question - when the false start flag (the green with yellow chevron one that indicates a jump start) is used, is it a total restart for everyone how it was or are the drivers that jump the start penalised?

Yeah.

As karting starts are rolling it simply means false start so you just get back in order and do another rolling lap. Theres only really two people who can jump the start so 9 times out of 10 in my exprience the race doesn't even get under way, i.e lights stay red.
