Oh, so it is practically same thing as "pissis" here in Finland.

Pissis is a early teenager (Usually from 13 to about 16) who "hangs out" on a mall (And on friday everywhere), drinks cider (Or water in a cider bottle) and (pretends to) be drunk. They either compare their body (For girls, that would mean butts and titties, and for boys that would mean muscles) or talks about daily fashion. And they are always begging for cigarettes.

Edit: Almost forgot, girls usually wear strings and makes everyone see that they are wearing 'em.
