Ive heard people sending car setups and stuff to other users online, please can you tell me where to find all the commands used in the game e.g. Ban, send setups, how to receive setups, etc

Type /help in the chat window and it will display you all available commands...

You send and receive setups by clicking the black or green "S" in the connections list...

last time I did that on a random server I got the answer: "You don't have admin rights" (or smth like that).

To the thread starter - there should be Keys.pdf and Commands.txt files in .../LFS/docs folder. These files should help.
