Not even got a clue this is a car bur, program bug or my wheel problem, Hear i go every now and then i got a little glitch in the steering e.g. correcting oversteer or just about to turn a corner and the steering does not reponde right away, got a little replay with an example it happen around lap 4 turn 1 it is better viewing it at 0.125 or 0.500

What's your "analog steer smooth" set to? Under Misc in Options. Anything higher than 0 adds lag. It's basically a low pass filter on your steering curve (although that might not make sense if you're not into audio or electrical circuits). It can be useful if your wheel is very notchy in its input like mine, but I've always left it at 0.
