We need to be able to customize the controls in the game in the new version. Unchangeable keybindings really make the game inefficient.

In principle i would agree, but never found myself having an issue with the default binds, might just be too used to it i guess?

I think the best you can do is some sort of AutoHotKey script to translate a wheel button press into a keyboard V press for your computer

In Settings > controls CTRL + or ALT + you can type /press v in one of those binds and bind them to your wheel buttons (e.g. /press v for camera /press b for horn etc. You could also use /shift 3 to cycle between light beams.)

It does under controls go to the ctrl+ or alt+ and there are blank spots just type /press v (or the one u want to bind) then just assign the button on wheel. I did it for headlights also
