Hello. I can't turn on pit limiter for any car. It says theres no pit limiter in this car. Im a demo user for now. Is pit limiter a licensed car only feature?

None of the demo cars have a pitlane speed limiter.

Could a mod add it in the demo cars?

No... but you can sacrifice your first gear to act as a pit limiter. However that might not necesserily be worth it.
