does that mean their banned?

No. Permabans are marked with "Banned". However most "No Longer Welcome" users are ones that have been banned for cracking LFS.

When i was temp banned i had "No Longer Welcome" and i know a few people that have had it too that haven't cracked LFS. I've never seen someone have Banned written under their name either.
