I like the idea myself as it's some what akin to RockTheVote and AMX's vote plugins.

There's already such a thing in LFSLapper - look for "Race Control" in the LFSLapper.lpr file, then look for section with

Change $EnableRotation to true, and choose tracks, races and cars to suit.

You may have to change some of the other settings depending on how many needed to vote, etc.
