Yes, you can do this with a custom camera. It's best to change the custom camera when you are actually in a car on track, so start a new single player session and join the track. Then open the options (press Escape) and go to View. Click on "custom" at the top (where it says "Default driver view"). Then you can change the values for "Pitch view", "X offset", "Y offset" etc to change where the camera is position. You'll probably have to play about a little to get the perfect view you want. You can create a custom camera position for each car.

edit: I've attached a sample screenshot to give you an idea of the values you might want to use. Obviously you should fine tune these to get the exact view.
