LFS Lapper has timed messages on it. That should do it for you Look in the unofficial addons thread and get LFSLapper from there.. In the LFSLapper.cfg u can set up event times somewhere in there (about half way down the page)

ok, you didn't mean a tracker but a thing that repeats a message every 30 seconds on the lfs server? then get lfslapper, it should be the best.
