seen 2 people ruining races by crashing other cars while their cars can not influenced by the crash, also using some speed * hack. So the admin of the race server can ban, but votes usually are not sufficing to ban. What are other ways to ban?

that's down to server i'm afraid, some servers allow voteban - usually for 12h or so
in any case, save the replay
if the server has a website/forum, make a report with the replay there.

btw, what server was it?
did it happen repeatedly? (ie - wasn't just lag)

unfortunately voteban is only 12h so I would not even call it a ban, only a long kick... It is up to admins to give longer ban. If admins not present, then the best you can do is ignore crashers, so they loose their interest on making harm to others (thats not always easy to just keeping ignoring them)

admins can give longer bans (i think maximum 999 days?)
