how about you always have to confirm, but also have the option you are not driving. that way you can see if someone is still active in the league,or just droppend and won't drive again. twice in a row not confirmed = drop.

What roles do we need? We need a manager/captain, who organises the team line-ups and communicates them with the league administration. What else? Maybe a list of team representatives who are not driving, just in case there is the need for IRC communication or protests, sothat the administration knows who belongs to the team and who not.

Taking a look to other organisers (partly in other sims) there are many leagues that actually state, that once you sign up for the championship you are regarded to be committed to all events of a season and if you can't make it for an event you have to state your absence otherwise you get either a point penalty or after multiple occasions you are excluded from the league. In endurance racing you have shorter seasons (well you used to have shorter seasons) but also have more people on the line up who could say that a team can't compete for some reasons, so I guess these teams could be excluded right away if they are not able to communicate that they are not attending, but that'd be a special case and had to be thought through.

To this point, it would be really interesting to hear from the teams what they would expect and imagine when we decide what. Maybe a general consense in a grand coalition would provide guidelines and criteria what offence shall cause what penalty. I remember lively discussions about penalties that were given and the accused and judged drivers were arguing that they only got these penalties because they are the fastest

This is a tricky point, but actually the structure of the rules and the structure of the administration work can be handeled in the same ways, I guess.
