But I don't find Surf Server

If you have searched for them and there are no stunt/surf servers listed then maybe it's because there isn't any?

First, what do you mean?
If I understood correctly, drifting and/or cruising servers would be what you are looking for. But beware, those aren't crashing servers. You can crash as much as you like offline.
