As the error says, the file settings.txt is missing. You should start the exe from the folder you downloaded, then it should work.

Great job with this assistance!
Im new at TC servers and im driving on mouse.
Its all good its working but at the end of the guide video its said ACC is available only for wheel drivers.

I like drive fast and its all good.
Problem showing while i would like cruise at the speed limits..
is there a something i can do to start working on mouse/kb ?
Or just need waiting for new update ?
Or it isnt just possible to make ACC working for us ?
