he said the ai wont work on the car park tracks. are these tracks just for online use?

my mates just got a s2 lisence but then his internet wont work anymore so he used my computer to download the layouts onto his phone then onto his computer. he says that the ai cant run on configuration or something like that. what can he do. he mentioned something about a car park.
