Getting better perfomance...
Well,I wanna upgrade my PC but I don't know what would be the best upgrade for the buck?I will order from any north american online website/retailer for 0-200$.I can play CoD4:MW with 50-90 fps but not satisfed.10-40 fps in Hellgate:London(this game lag A LOT).I want the best upgrade that would boost up my FPS.
Current spec:

Pentium4 HT 2,8 gHz
Corsair 2gb ddr(4x512mb)
Asus EN7950GT 512mb ddr3
Asus P5GD1
Antec neoHE 550 watt
120gb HD
Like Kniebeejs points out, your processor is the weak spot in your system. What he suggested will do wonders for your gaming situation.

Bit over 200$

Why on EARTH do you need Ballistix?

Get an E2140, a Gigabyte P31-DS3L and the cheapest DDR2 2 GB kit you can find. In the UK this would be just over £100, so in the US probably under $200. That setup would be fine, although an E2160 or E2180 CPU would be better.
Problem with newegg.com ..I don't think they ship to Canada since I can't register and can't put Québec as my state and can't chose my country :/.Any other good online store?
NCIX.com is probably the best I've found in Canada. Fast shipping and great service when ordering stuff. Tigerdirect I've heard is OK too, but I'm predjudice against them for misc. reasons.
I use tigerdirect a lot but certain items you can't return to them if they don't work, I couldn't return a video card to them that I bought broken, had to RMA it. Odds are your stuff won't be broken tho
www.canadacomputers.com I've been shopping around a LOT lately, and they seem to have the best prices, and best shipping policies. Plus, their site is simple to use, and very tidy.

Does the AMD offer the same performance as a core 2 duo?....they are so cheap compared to them.

An AMD chip isn't bad, but a Core 2 Duo is much better. The downside of the Core 2 Duo's is the price - the entry level chip, the E2140 (labelled as a Pentium, but uses a Core 2 Duo Core) is undercut by a few AMD chips, and Intel motherboards are generally more expensive than AMD ones.

Looks great It'll be a HUGE improvement over what you have now, too.
Toms hardware shows the athlon much quicker in PCMark 05... I'm not really sure, but I've always thought the Athlon's were quicker than any of the 2000 series Intel chips, price for price they seem quicker until you get into intels 6000 series, but then it's a matter of money, they're so close. Mostly I'm depending on TomsHardware CPU chart from '07. But once you pass the 6850 it's all intel no doubt.
Cobra, if your mobile as in have a vehicle and not to far from montreal area id suggest visiting www.frostys.qc.ca , pay no tax and a 2% discount on your total purchase, and parts like cpus mobo ram cheap but name brand quality my AMD Black edition 5500+ 64x2 cost around 140 and from what i see atm a p4 e6420 is only 215 witch is pretty competitive from what ive seen so far online for that chip.
