It's still laggy on alot of the servers and I can only see 8.
Regularly laggy servers shouldn't be the fault of the master server (although in this case, if they're trying to contact the master server and failing could cause problems, depending on how the server is written internally).
And yes, its going to take time to get more servers on the masterserver. On average it can take anywhere upto 48 hours (dependant on TTLs on the records) for changes to propagate around the world.
