i5 6600k with iGPU Intel HD 530 can run LFS Max settings and 2xAA 60 fps stable! (New Westhill 0xAA 60fps.)

My i7 4790k Intel HD 4600 can run Max settings and No AA 60 fps stable but New Westhill 30-50fps.

Eehh my emergency laptop with T9600 Core2Duo/9650M GS from 2008 does 120-150FPS on the new Westhill with 2xAA @1440x900

So I'd say you have some serious configuration issues.
